For a missing tab (if you have a spare shingle): Carefully elevate the shingle that is over the defective spot. Use a few dabs of roofing cement beneath the new shingle. Fit it into alignment, confirming it coordinates with the surrounding shingles. If you can carefully nail it without disturbing the surrounding shingles employ below the overlapping shingle that is covering it, do so. Then, put dab of sealant above the nail heads.
Problem: The adhesive around the ventilation pipe shows signs of cracking and pulled away.
Temporary DIY Fix: Ensure the area is cleaned thoroughly. Spread a newly-mixed bead of premium outdoor caulk or roofing sealant specifically designed for flashing applications around the section of the pipe where it connects with the collar around the flashing, and where the ring meets the roof shingles.
If the flashing itself is damaged, rusted, or improperly installed, the temporary fix won’t hold. It needs professional attention.
