If you can skillfully nail it without disturbing the surrounding shingles using roofing nails along the overlying shingle that is covering it, do so. Then, put dab of sealant upon the nail heads.
Problem: The adhesive around the vent pipe has become cracked plus come loose.
Temporary DIY Fix: Thoroughly clean the area. Spread a new bead of superior-quality weather-resistant caulk or weatherproof sealant specially designed for flashing applications around the bottom part of the pipe where it connects with the collar around the flashing, and where the flashing collar adjoins the shingle installation.
If the flashing itself is damaged, rusted, or improperly installed, the temporary fix won’t hold. It needs professional attention.
• Large or multiple leaks.
• Leaks you can’t find the source of.
• Significant storm damage (lots of missing shingles, large hail dents).
• Any repair on a steep or high roof.
• If your roof is old (15+ years for many asphalt shingle roofs, 20+ years for tile refelt).

• Basically, for anything more than the tiny, temporary fixes mentioned above.
